A Study of Consumer Based Vocational Rehabilitation Strategy in Welfare Centers for People with Disabilities

Abstract
The purpose of this study was to present the strategy of vocational rehabilitation services direction in community welfare centers for people with disabilities. The analysis has been done due to existing literatures related with the actual conditions and directivities of Korean vocational rehabilitation services. In particular, consumer based vocational rehabilitation service strategy was discussed.
In order to realized consumer oriented service, the so called empowerment perspective service must be done at first. The empowerment perspective is that consumers are actively involved in the process of rehabilitation services. Rehabilitation counselor should be able to support the consumer to control themselves as well as community resource independently. In addition rehabilitation agency has to be an efficient system for the resources which linked to each other.
Futhermore, the suitable concrete guideline should be available for network setup, which varies on the level or settlement of each community. As a result, the consumer would obtain the satisfied vocational service in the community.
